IDnow appoints new Director of Global Regulatory and Government Affairs

Liudmyla Rabchynska brings essential expertise to help shape company strategy and navigate evolving compliance across EU’s legal and regulatory frameworks governing digital identity.

London, February 11, 2026 – IDnow, a leading European identity verification platform provider, has announced the appointment of Liudmyla Rabchynska as its new Director of Global Regulatory and Government Affairs.  

Based at the company’s Munich headquarters, Rabchynska will focus on European regulatory developments, particularly those connected to Electronic IDentification, Authentication and Trust Services (eIDAS) 2.0 and digital identity wallets, and on strengthening collaboration with governments and authorities.

In her former role as Ukraine’s Deputy Minister for Digital Transformation, Rabchynska was involved in the launch of Diia – the Ukrainian government’s digital platform (app and online portal) that enables citizens to use official digital IDs and access public services via mobile devices. Prior to this, she spent more than ten years in the private sector, where she led legal and regulatory functions at various organizations, including IT and business consulting services firm, CGI.

Liudmyla combines deep regulatory expertise with hands-on implementation experience – a combination that is crucial in Europe’s ever-changing identity verification market.

“She played a key role in the development of Diia, which is used by over 22 million users (half of Ukraine’s population), and considered one of the most successful digital wallets in Europe. In her new role, Rabchynska will drive the positioning of IDnow as a global partner for regulatory compliance and government cooperation. As an active member of regulatory panels, she brings hands-on experience in managing compliance with complex regulatory frameworks, including Anti Money Laundering Regulation (AMLR), eIDAS 2.0, and digital initiatives, such as the European Digital Identity (EUDI) Wallet. She will also support the implementation of new legal requirements in digital identity and maintain an ongoing dialogue with relevant institutions at European and global levels.
